You would be correct, to some extent, if you answered &#8220;everyone.&#8221;  There is no one person that is immune from crime, but there are segments of our society who stand a greater chance of a run in with a criminal or criminal act, than some others.</p>

These more likely segments of our society, are a group that would benefit most by being familiar with ways to avoid being crime&#8217;s targets.  It is highly recommended that this group [as should all] become familiar with crime through crime reports and follow the recommendations contained therein.</p>
<p>&#13;<br />
Obtaining some personal self-defense devices and learning how to use this technology is likewise, recommended.  </p>
<p>&#13;<br />
&#8220;Personal defense technology? Sounds expensive. Is it?,&#8221; you ask. No, it is&#8217;nt in most cases.</p>
<p>&#13;<br />
To properly equip oneself with the necessary personal defense technology does not have to cost you an arm and a leg.</p>
<p>&#13;<br />
Well, who are the people that make up this segment of our population and why are they more vulnerable? </p>
<p>&#13;<br />
They are more likely to be a victim of crime for various reasons including there age, their occupation, the time of day they work, their daily routines [e.g. doing things at the same time, in the same place, in the same way] and the areas in which they live.  This list is not inclusive and there are plenty of combinations of scenarios that would also make a person more vulnerable to crime.</p>

Here is a short list of examples of groups of people and their occupations that would benefit from modern personal self-defense technology:</p>

The above list is far from exhaustive. Why these certain groups are included in the list should be obvious to anyone giving it some thought.   </p>
<p>&#13;<br />
It would be wise for our communities to get the word out to these segments of the population about their increased risk at being victims of crime and the availability of personal defense technology. But, judging on past experience, we know that is not always going to be the case.</p>
<p>&#13;<br />
It is for this reason that we also recommend everyone to get involved on a voluntary basis to support your local police and sheriff&#8217;s office and neighborhood watch programs. </p>
<p>&#13;<br />
It is recommended for every citizen to educate themselves and others about the ins and outs of crime and how to keep the public from becoming victims and not becoming statistics in a crime report.</p>

I responded, Then why don&#8217;t you start acting like it!</p>
<p>The fact is that most of us claim that personal safety, home security and self defense are extremely important, yet we do nothing to help ourselves. If I can convince you to do one thing today, it would be to take a proactive approach to personal safety.</p>
<p>Get yourself a good <a rel="nofollow" onclick="javascript:pageTracker._trackPageview('/outgoing/article_exit_link');" href="http://www.guardian-self-defense.com/peppersprays.htm">self defense pepper spray product</a>. <p>How Stun Guns Work ?</p>

<p>Stun guns use high voltage and low amperage to temporarily disable an attacker for several minutes. The stun gun does not rely on high amperage or pain for results, rather most stun guns operate on milliamps hence making it a non lethal personal safety product. The energy stored in the gun is dumped into the attacker’s muscles causing them to do a great deal of work rapidly. This rapid work cycle instantly depletes the attacker’s blood sugar by converting it to lactic acid. In short, he is unable to produce energy for his muscles, and his body is unable to function properly. The stun gun also interrupts the tiny neurological impulses that control and direct voluntary muscle movement. When the attacker’s neuromuscular system is overwhelmed and controlled by the stun gun he loses his balance. Should the attacker be touching you, the current will NOT pass to your body!</p>

<p>Stun guns have been proven to be safe and effective non-lethal self defense products. They do not cause any permanent damage to an attacker. The effects on the heart or other major organs are very insignificant.</p>

<p>As companies seek greater ways to find cost savings, the lure of contracting cheap labor overseas continues to grow. Outsourcing overseas is becoming increasingly common in the banking, financial services, retailing, insurance, and telecommunications sectors. But when companies choose to outsource the processing of sensitive personal information, are they losing control of security as well?</p>
<p>&#13;</p>
<p>Securing personal data within our own borders seems to be challenging enough. On February 7, 2006, one of Massachusetts’ largest hospitals, Brigham and Women’s Hospital, said that it mistakenly faxed sensitive confidential patient information to an incorrect business fax number and is conducting an internal investigation into the matter.</p>
<p>&#13;</p>
<p>Last year, Blue Cross and Blue Shield of North Carolina inadvertently printed Social Security numbers on envelopes it recently sent to 629 of its members.</p>
<p>&#13;</p>
<p>Sending data processing tasks overseas doesn’t appear to relieve security concerns. Not long ago, a woman in Pakistan recently struck fear among executives who outsource. She had obtained sensitive patient documents from the University of California, San Francisco Medical Center through a medical transcription subcontractor that she worked for, and she threatened to post the files on the Internet unless she was paid more money. The transcriber ultimately rescinded her e-mailed threat, and the UCSF Medical Center fired the contractor who hired the subcontractor who was ultimately responsible for the Pakistani woman&#8217;s work, but this incident exposed the fact that the hospital wasn&#8217;t keeping track of exactly where its medical records were going or who had access to them.</p>
<p>&#13;</p>
<p>To put the risks in perspective, India’s National Association of Software and Services companies reported recently that India’s outsourcing industry is creating jobs at the rate of nearly 100,000 a year, and its revenue is growing more than 40% annually. Analyst first Gartner Inc. estimates that global spending on offshore outsourcing services will top $50 billion by 2007. Many of these outsourced operations involve handling and processing customer transactions and sensitive personal information, and most U.S. companies aren’t ramping up security measures at these locations to manage that growth.</p>
<p>&#13;</p>
<p>The United States has never enacted a comprehensive data protection or privacy law, and even highly-regulated data (such as healthcare information subject to the Health Insurance Portability and Accountability Act (HIPAA) regulations and financial information subject to the Gramm-Leach Bliley Act (GLBA)) are not subject to any trans-border regulations. However the lack of a data privacy law dealing with outsourcing does not mean that a company’s use of off-shore vendors is without risk. The U.S. laws do impose various obligations on companies to maintain the privacy and security of its U.S. databases, and these obligations necessitate that the company ensure the requirements of law are met. </p>
<p>&#13;</p>
<p>But just because a company transfers the performance of a function to a third party, it does not mean that the company can also transfer its legal compliance obligations with respect to the performance of that function. In fact, despite transferring the function, the firm may well remain legally responsible to interested third parties (such as government entities, customers, employees, other vendors) for the successful performance of the function, and in some instances, the company may be responsible for ensuring that the processes used to perform the transferred function conform to applicable regulations. Of course, in addition to legal troubles, the public relations fallout for a company who falls prey to a data security breach can be devastating.</p>
<p>&#13;</p>
<p>So what steps should a company take to secure their outsourcing operations abroad and protect customer data?</p>
<p>&#13;</p>
<p>First and foremost, a strong and well-understood security policy must be put in place and followed vigorously before any data is outsourced overseas.</p>
<p>&#13;</p>
<p>In addition:</p>
<p>&#13;</p>
<p>· Visit the outsourcing site, and require the outsourcing vendor to provide proof of a security audit by a reputable third party or industry group. The vendor should demonstrate policies, procedures and technical safeguards are equal to or better than the company’s.</p>
<p>&#13;</p>
<p>· Conduct a remote vulnerability scan to determine what internal information the company can access from the outside.</p>
<p>&#13;</p>
<p>· Require the outsourcing vendor to encrypt all data in storage and in transit, and physical security controls should be in place to mitigate the risk of data leaving the facility via any media, recording devices, cameras and hard copies.</p>
<p>&#13;</p>
<p>· Provide only partial information about a customer – not the full profile.</p>
<p>&#13;</p>
<p>When executing a written contract with the outsourcer, the following provisions should be included:</p>
<p>&#13;</p>
<p>· A prohibition on the service provider from disclosing or using data or information for any purpose other than to carry out the contracted services.</p>
<p>&#13;<br />

<p>· The service provider should provide a copy of all customer data in its possession or control upon request.</p>
<p>&#13;<br />

<p>· Never grant any subcontractor access to the outsourcer’s data unless the company has approved the subcontractor and assumes all security provisions of the outsourcing agreement.</p>
<p>&#13;<br />

<p>· The outsourcer should be precluded from holding data hostage in the event of a dispute.</p>
<p>&#13;<br />

<p>· The contract should be reviewed by counsel experienced in the outsourcer’s country’s laws to determine the enforceability of all aspects of the contract.</p>
<p>&#13;</p>
<p>Finally, a company should develop a formal plan for responding to “worst case scenario” type events, such as misappropriation of personal data. It would identify both local legal resources that could be called upon quickly as well as the legal recourse that would be sought in the event of a security incident or breach of contract.</p>

			<content:encoded><![CDATA[<p>Let us look at some facts, which will throw light upon the crime rate and how much our society is susceptible to crime and violent attacks. The crime index rate in the US is measured Per 100,000 people and it saw a huge jump from 1,887.2 in 1960 to a whopping 5,897.8 in 1991. According to crime reports, the crime rate in 1991 in the US had jumped by 313% since the 1960&#8242;s.</p>
<p>The crime rate comprises of all reported crime and the categories include Murder, Property, Forcible Rape, Aggravated assault, Robbery, Burglary, Vehicle theft, and Larceny-theft. Here is a comparison of crime rate in the US from 1980 to 2005 in multiples of 5 years:</p>

<p>The above figures go on to show that the crime rate was at its maximum in the period between 1985 and 1995. Although, the figures have come down but the improvement is not good enough. In such a scenario, what can you do as an individual? The answer to this lies in self-defense. There are several forms of self-defense including martial arts and use of pepper spray but the most common and legal forms in US include:</p>
<p> Stun Guns  Tasers  Pepper Sprays  Concealed Handguns  Expandable Batons Animal Repellents
<p> </p>
<p>Let us take a look at how each of these weapons for self-defense can be use</p>
<p><strong>Stun Guns</strong><br /> Over a period of time, stun guns have completely evolved and are considered as one of the safest and effective weapons of self-defense. It is not only easy to use but it also more discreet and you can conceal it in your handbag as well. A stun gun of today is easily capable of generating around 200,000 volts and even more, which can easily leave a person incapacitated for 30 minutes. The advantage is that you can find different types of stun guns in the market like the stun gun flashlight, cell phone stun gun, stun baton, raptor stun gun, stun pen, small fry mini stun gun, expandable baton, stun stick, and several other variations including a rechargeable stun gun. But the only disadvantage of a <strong>stun gun</strong> is that you have to be close enough to the attacker to be able to use it.</p>
<p>The stun gun throws an electronic charge at the body of the attacker. Once it is firmly planted on the body, the high voltage low amps charge can easily disable a 6-foot man without causing any serious damage to the attacker. The attacker will feel excruciating pain as their muscles start to spasm and at the same time the level of their blood sugar will be depleted. Basically, it is one of the safest and effective weapons to use against an attacker in a close range.</p>
<p><strong>Tasers</strong><br /> A Taser is quite similar to the stun gun in more ways than one. This is a weapon that sends an electroshock into the body of the attacker to de-capacitate them. The Taser works on a technology known as Electro-Muscular Disruption (EMD), which causes neuromuscular incapacitation or NMI and can be considered responsible for the strong muscle contractions that the attacker feels. The muscle contractions take place due to the involuntary stimulation of motor nerves as well as the sensory nerves. In fact, due to this particular reason, the <strong>Taser</strong> has become a favorite of law enforcement agencies in the US and other countries as well. It is even preferred over some of the traditional stun guns. The two main models used by law enforcement agencies include the M26 and X26. Both these Tasers are available with different accessories including a mounted digital video camera, which is capable of recording in low light conditions and laser sight.</p>
<p>The Taser works by firing two small darts, which consists of electrodes. The electrodes are connected to the main unit by a thin conductive wire and are propelled through the air with the help of compressed nitrogen charges. Each of the air cartridges consist of a pair of electrodes as well as a propellant that has to be replaced after each shot. Each of the Taser cartridges is available for propelling at different ranges. The maximum range for a Taser cartridge is 10.6 meters or 35 feet and this is available only for law enforcement agencies. If you are planning to buy a Taser then your cartridge will be limited to 4.5 meters or 15 feet. </p>
<p>The good thing about <strong>Taser</strong> electrodes is that they can penetrate clothing and have a barbed surface so that they can’t be removed once they get attached to the skin. The good news is that Tasers can be carried legally without a permit in almost 43 US States although they are still prohibited for use in self-defense by citizens in the District of Columbia, Massachusetts, Hawaii, Michigan, New Jersey, New York, and Wisconsin.</p>
<p><strong>Pepper Spray</strong><br />Pepper spray is another very effective method of self-defense that women all over the world use against attackers or stalkers. Pepper spray is also called the OC spray as it has been derived from Oleoresin Capsicum. Some of the other common names of the pepper spray include capsicum spray and OC gas. <strong>Pepper spray</strong> is considered to be a good weapon of self-defense because of its lachrymatory qualities. The chemical in the spray irritates the eyes of the attacker and forces them to shut. It also causes pain, tears and temporary blindness and it is important to understand that too much of pepper spray can be lethal as well. <br /> You can find pepper spray in most of the supermarkets and other stores which stock self-defense equipments. It is available in canisters and can easily be concealed. It looks almost like a smaller version of a deodorant canister. Off late, due to its increased usage, companies have started offering pepper spray in innovative products like a ring or a cigarette lighter. The smaller it is, the better it can be concealed!</p>
<p><strong>Concealed Handgun</strong><br /> There are different laws in different countries for carrying a concealed handgun and in the United States it is known as concealed carry. You can carry a concealed handgun only after you get your license or legal authorization for the gun. As the name suggests, these guns are a little different from what the military or the police uses. These guns are smaller and can be easily concealed. Of course the choice of concealed handgun that you can carry will vary from one state to another. There are some states that will allow you to carry multiple concealed handguns while other states will restrict the use of even one handgun. So before you can go ahead and purchase a concealed handgun refer to the laws applicable in your state. Here is a list of the various types of concealed handguns that you can carry or use legally:</p>

Another important truth that gets revealed by the stats indicate that almost 44% of rape victims are below 18 years of age and 80% of the victims are under age 30. If you are fortunate enough to not fall within the above stats, thank god for it. But think again. Nobody, not even you can assure yourself that you are safe in the future. The intended crime might even be a non-sexual offense like getting mugged on your way to the car in an ill lit parking lot or even a break-in. How prepared are you to face a situation that could turn you in to a victim of a vicious crime which might leave you with traumatic scars for the rest of your life?
